The post office is initiating a change to the address location on flat sized mail. The flat category are pieces that are larger than 6.25” in height and 11.5” in length. Most of the flat mail we see, such as catalogs and newsletters, have the address information located at the bottom. This new requirement mandates the address information appear in the top half of the mail piece. Please get with your design team to ensure future mailings meet the rules in the attached usps pdf file. This rule does not apply to flats mailed at full rate first class.
This is a critical change that will need to be acted upon quickly. Search online at usps.com for a more detailed explanation.
